Dr. Bill Parsley was born in Kingsport, TN in 1943. He is a graduate of Wake Forest University (1965) and the University of Tennessee Medical School (1969). After completing a one year internship at the Los Angeles County General Hospital (1970), he completed 2 years in the United States Air Force at Moody Air Force Base in Georgia, working as a Flight Surgeon (1972). He entered a 3 year Residency in Dermatology at the University of Louisville Medical Center, finishing in 1975. He was Chief Resident in his final year.

In February of 1974, while in Residency, he visited Dr. Bluford Stough in Hot Springs, Arkansas, where he was exposed to hair restoration. Upon returning to Louisville, he started practicing hair restoration and has continued. Entering private practice in Louisville, KY in 1975, hair restoration became and remained a primary interest. In 1997, his practice became devoted exclusively to hair restoration.
